Ukraine's Cabinet approves bill letting service members join housing queue where they serve
Ukraine's Cabinet has approved a Defence Ministry bill that would let service members and their families join housing waiting lists at their place of service. The Verkhovna Rada must still pass it.
Ukraine's Cabinet of Ministers has approved a Defence Ministry bill that would allow service members to join the housing queue at their place of service, rather than at their registered place of residence. The ministry announced the decision on its Telegram channel on 13 October 2026.
The bill is not yet law. After the government's approval, it must be considered by the Verkhovna Rada, Ukraine's parliament. The ministry did not give a bill number or say when lawmakers might take it up.
What the bill would change
The queue in question is the kvartyrny oblik, the waiting list for people who need better housing conditions. Under the proposed changes, service members and their family members would be able to exercise the right to join this list where the service member is serving.
According to the Defence Ministry, the bill is meant to remove a legal obstacle for military personnel who need to improve their living conditions.
Why the problem arose
The ministry says the obstacle appeared after it became impossible to register a residence at the legal address of a military unit. Most service members have no housing where they serve, so they have nowhere to register and cannot join the queue there. The ministry did not say when that option was abolished.
Exclusion for the SBU
The provision would not apply to service members of the Security Service of Ukraine (SBU). The ministry gave no reason for the exclusion.
What happens next
The bill now goes to parliament. Its final wording, any amendments and the timing of a vote are not yet known. The details above come from the Defence Ministry's announcement alone. The bill text was not available to RealUA, and the ministry's account could not be independently checked.
